We are looking for a Commissioning and Handover Manager to lead the delivery of Group CAPEX projects ranging from £50m to £1.5B, alongside production support and commissioning activities at our Capenhurst site. In this role, you will act as the C&I Design Authority and Design Authority Intelligent Customer for commissioning, while working closely with Group Projects to oversee the control and testing of plant modifications. The position requires in-depth engineering and plant knowledge, as well as strong technical and people leadership skills. Experience in managing multi-discipline major projects is essential.

What You’ll Do:
- Delivery of Plant Continuous Improvement Projects: Manage continuous improvement projects based on data gathering, problem-solving, and root cause analysis.
- Management of Change: Lead the management of change processes to ensure smooth project execution.
- Commissioning of New Facilities: Oversee the commissioning of new plant systems and plant modifications on behalf of Group Projects.
- Lead Commissioning and Acceptance Process: Take charge of the Group Projects commissioning and acceptance processes.
- Subject Matter Expert: Serve as the nominated Subject Matter Expert (SME) for defined areas within the Urenco group matrix.
- Commissioning and Handover Management for Major Projects: Lead the commissioning and handover process for large-scale projects.
- Handover of Projects: Ensure successful handover of projects to the operational team.
- Quality Assurance Documentation: Ensure that all required Quality Assurance documentation (LTR’s) are complete, compliant with project specifications, and meet regulatory standards to enable commissioning activities to proceed.
- Develop Commissioning and Acceptance Plans: Create and ensure the implementation of commissioning and acceptance plans for all projects requiring commissioning or acceptance.
- Provide Training and Information: Supply the necessary information, instructions, and training to operations and maintenance teams for commissioned systems and equipment.
- Factory Acceptance Test (FAT) Involvement: Ensure that operations, maintenance personnel, and Commissioning Duly Appointed Persons (DAPs) are involved in witnessing FATs.
- Inactive Commissioning Documentation: Develop and issue Site Acceptance Test (SAT) documentation and other related inactive commissioning documents.
What You Need to Thrive in This Role:
- Qualifications:
- Degree in a relevant engineering discipline, or demonstrable commissioning experience in a similar high-hazard chemical or nuclear process plant environment with significant multi-discipline projects (Essential).
- Holds a Professional Qualification (e.g., Professional Engineer, Chartered Engineer, or EUR ING) (Essential).
- Working towards or holds Chartered Engineer status (Desirable).
- Formal leadership and management qualifications.
- Certifications and Experience:
- B206 DAP (Commissioning) LC 21(5)
- B300 Intelligent Customer (Commissioning)
- B302 Process Owner
- Demonstrable commissioning and design experience in a highly regulated industry.
- Extensive experience in managing major CAPEX, multi-discipline projects.
- Skills and Expertise:
- Leadership Experience: Demonstrated experience supervising senior engineers, engineers, and technicians, including setting to work plant systems and equipment.
- Project Management: Ability to track commissioning progress against time and cost benefits, managing project vendor obligations linked with the scope of work.
- Regulatory Compliance: In-depth understanding of regulatory governance and compliance within nuclear and high-hazard industries.
- Contract Management: Proven experience managing EPCM contracts.
- Technical Knowledge: Well-versed in nuclear safety systems (BS EN 61508) and plant control systems and safety systems (DBSMs and SRSs).
- Problem Solving: Skilled in structured problem-solving and root cause analysis (preferred)
- Technical Competencies:
- Thorough understanding of different commissioning phases (e.g., FATs, SATs) and nuclear safety regulations.
- Solid knowledge of leading commissioning management techniques and international/national engineering standards (e.g., Nuclear Site Licence Conditions, ONR TIGs/TAGs/SAPs, Nuclear Safety Case).
- Strong ability to communicate technical concepts to non-specialists and produce high-quality technical documentation, including specifications.
- Ability to assess problems, feasibility, and develop practical solutions.
- Additional Competencies:
- Skilled in exercising authority in contractor and supplier control related to commissioning and acceptance activities.
- Ability to lead multi-discipline groups effectively.
- Awareness of supply chain methodologies.
